Camp Marina

Camp Marina — officially the Marina Yulo-Vargas Regional Program and Training Center — sits on 8 hectares in Barangay Kalunasan, Capitol Hills, and serves as the regional hub for the Girl Scouts of the Philippines. Its role has broadened over time into a general outdoor-recreation ground for team building, youth training, and weekend camping.

What sets it apart from Cebu City’s other green spaces is the tree cover: old-growth trees and open fields have survived intact this close to downtown, a combination rare enough in Metro Cebu that the grounds draw prenup and nature photographers as often as campers.

The facilities are built for groups and overnight stays: a three-story chalet-type building with dormitory rooms, a dining hall, and an air-conditioned conference room for seminars, plus open ground for tents, bonfires, and outdoor cooking. Corporate groups and schools use the site for obstacle courses, team-building exercises, and ATV riding — activities that would otherwise mean a drive out of the city.

Camp Marina works best as a half-day or overnight outdoor break for schools, church groups, and companies wanting structured activities without provincial travel time, rather than as a wilderness retreat.

The name honors Marina Yulo-Vargas, tied to the Girl Scouts of the Philippines’ history as a national organization founded in 1918 and reorganized after independence into the network of regional training centers that Camp Marina belongs to today. That institutional lineage is why the grounds function first as scouting infrastructure — badge-work areas, ceremonial grounds, dormitory blocks built for troop-sized groups — with the broader outdoor-recreation use layered on top rather than the other way around.

The old-growth tree cover is worth treating as more than backdrop. Land this close to downtown Cebu City has mostly gone to residential subdivisions or commercial development over the past few decades, which makes an 8-hectare block of intact forest and open field inside Capitol Hills unusual rather than typical — a function, in part, of the site’s continuous institutional use by the Girl Scouts keeping it off the market rather than any formal conservation designation.

The camp’s shift toward corporate and school bookings reflects a broader pattern among Cebu City’s institutional green spaces, which increasingly monetize team-building and event use to cover maintenance costs that scouting dues alone wouldn’t sustain. ATV riding, obstacle-course sessions, and overnight packages are priced as standalone activities now, run alongside — rather than instead of — the site’s original scouting function.
