Overview

Sirao Flower Garden (Little Amsterdam) started as ordinary farmland where a local family grew celosia — the crested, brightly colored flower that dominates the site — as a cash crop rather than a tourist draw. Passing traffic on the Transcentral Highway began stopping to photograph the flower fields, and the family formalized that into a paid garden: landscaped rows, windmill replicas evoking a European theme, and a run of photo installations that earned the site its “Little Amsterdam” nickname. The commercial success of the model has since been copied at other flower farms elsewhere in the Philippines.

The celosia itself is a large part of why the business worked at all. Its stiff, coral-like flower heads hold their color and shape for weeks in Cebu’s dry-season heat, longer than most cut flowers survive without irrigation, which is what made a roadside patch photogenic enough that drivers started pulling over years before anyone thought to charge for it. The windmill replicas that earned the site its nickname are wooden, sized for photographs rather than function, and painted in the same red-and-white palette repeated across the property’s fencing and signage — a low-cost way to brand a flower farm as a destination rather than a produce stand, and it worked well enough that the “Little Amsterdam” name stuck locally before it ever showed up in a tourism brochure.

Entrance runs about PHP 100 for adults, with a discount to roughly PHP 80 for seniors and PWDs. A neighboring, separately run Sirao Pictorial Garden and Camping Site (PGCS) keeps longer hours than the original site and charges its own, separate fee for a different set of installations — the two operate as distinct businesses on adjoining land rather than as one ticketed attraction.

The garden remains a family-run operation rather than a corporate concession, which stands out along a highway corridor where several nearby attractions have since brought in outside management or franchise-style operators. Ticket revenue now outweighs whatever the celosia would fetch as a cut-flower crop at Cebu’s public markets — the same calculation that has pushed a handful of neighboring farms along the Transcentral Highway to convert some or all of their land to paid garden space over the past decade. Because the celosia is still grown as a working crop rather than replanted from nursery stock each season, the beds get worked between bloom cycles rather than torn out and reset, which keeps the operation’s water and soil demands closer to small-scale agriculture than to ornamental landscaping. That’s lighter on the hillside than a poured-concrete viewing platform would be, though the tour vans and habal-habal traffic the garden draws on peak weekends still put real wear on the narrow highway shoulder where vehicles park.

Getting There

By private vehicle, taxi or habal-habal from Cebu City center, climbing the Transcentral Highway; commonly paired with Tops Lookout, Temple of Leah and the Taoist Temple on a single Busay-uplands circuit, though Sirao sits further along the highway than those three.

What to Expect

Dense rows of red, orange and yellow celosia against cool highland air, with staged photo props (giant hands, windmills) built specifically for visitor photography rather than incidental to a farm visit. Snack vendors along the garden’s edge sell roasted corn and boiled saba bananas, the same highland-market staples sold at Tops and near the Sirao Peak trailhead — cheap, filling, and better suited to the cool air here than anything off a coastal menu.
