Moalboal Turtle Watching Area

Moalboal’s turtle watching area sits a short swim off Panagsama Beach, close enough that snorkelers reach the turtles without hiring a boat. Green sea turtles graze the seagrass beds here most of the year, in water shallow enough for repeat encounters in a single session. The shift from a fishing economy to a dive-tourism one happened fast on this stretch of coast, and a local ordinance against touching or chasing the turtles is enforced mostly by the dive operators, whose business depends on the animals sticking around.
