Kinatarkan Island sits off North Cebu, small enough and undeveloped enough that most visitors have to make a deliberate trip to reach it — there’s no resort infrastructure doing the work for you. Limestone cliffs drop straight to the water in places, with a handful of enclosed lagoons cut into the rock that work as swimming spots once you find them.
