Busay sits in the hills directly above Cebu City, along the Transcentral Highway that connects the metro to the island’s interior. Once a farming barangay, Busay has shifted over the past two decades toward a tourism economy built on flower gardens, viewpoint cafes, and function venues that make use of the elevation — high enough to drop the temperature noticeably from the coastal city below.

Sirao Flower Garden remains the anchor draw — a hillside planted with celosia and cosmos that, from a distance, reads like a tulip field, the comparison that gave the garden its local nickname. The cafes strung along the ridge road lean into the same view logic: terraces angled toward the city and harbor, best worked in late afternoon when the haze clears and the lights start coming on below.

The cafe strip along the ridge road is dense enough to treat as a destination on its own, separate from Sirao Flower Garden itself — Adventure Café and Tops Lookout’s own food stalls sit within the same general corridor, and Temple of Leah draws its own crowd a couple of ridges over. Reservations matter at the terrace-seating spots on weekends, when the sunset-into-city-lights window fills fast; arriving by 4 or 5 PM on a Saturday without a booking usually means a wait.

Getting up here takes planning that most Cebu City destinations don’t require. Grab doesn’t work reliably above Busay’s lower stretches, so most visitors either book a driver-with-car for the half-day — running roughly ₱2,000–3,500 — or arrange return transport with a habal-habal before heading up. The mountain road itself is narrow and winding in sections, which is less of an issue with a hired driver who knows it than with a self-drive rental.

That shift from farming to tourism happened fast by the standards of the area’s own history — flower plots and function-venue land that a generation ago fed the city’s cut-flower and vegetable trade now earns more from viewpoint cafes and event bookings than from the crop itself, though patches of working farmland are still visible between the cafe lots on the way up. Weekday visits to Sirao Flower Garden avoid the tour-van traffic that fills the access road on weekends, when day-tour operators from the city route large groups through on a fixed schedule.
