The Virgen de Regla Parish sits in the heart of Lapu-Lapu City — known as Opon before its renaming — with roots that trace to the 18th century under Augustinian missionaries. It holds the wooden image of Our Lady of the Rule, the parish’s dark-skinned patroness, venerated by generations of Cebuano devotees who attribute healings and answered prayers to her intercession.

Renovation has replaced much of the original coral-stone fabric over the years to accommodate growing congregations, though the sanctuary keeps its working-parish character rather than a museum feel, with the altar built around the image itself.

For the 2025 Jubilee Year, themed “Pilgrims of Hope,” the National Shrine of Virgen de Regla was named one of Cebu’s designated Jubilee Churches — opening it to pilgrims seeking the plenary indulgences tied to the holy year, alongside its usual role as a site for confession and quiet prayer.
