The site holds two adjacent gardens — the rustic Original Sirao Flower Garden and the newer Sirao Pictorial Garden and Camping Site (PGCS) — and remains one of the more visited flower gardens in the Visayas.

Overview

Sirao sits in the cooler uplands above Cebu City, roughly four degrees cooler than the city centre. It functions as both a working flower farm and a designed garden experience. There are two main gardens here, side by side:

  • Original Sirao Flower Garden — more rustic and natural, featuring the celosia rows and the classic wooden windmill that completes the “Amsterdam” aesthetic.
  • Sirao Pictorial Garden and Camping Site (PGCS) — modern Instagrammable installations including the Hand of God (a giant golden hand sculpture where visitors stand on the palm for photos with the mountain range behind).

Most travellers combine both with Tops Cebu, which is only 10–15 minutes back down the mountain.

  • Year established: 2014
  • Ownership: Private
  • Transformed Busay’s existing flower farming into a tourism destination and popularised the wider Busay highlands as a scenic-drive circuit.
  • Both gardens were affected by heavy rains in late 2025 and have been fully replanted for the 2026 peak season.

Most visitors come for photography, flower viewing, and family outings rather than any one fixed activity — wandering the beds, queuing for a turn at the Hand of God sculpture. Paying the extra PHP 60–70 for the PGCS installations is worth it once you’ve already made the trip up the mountain.
