The Moalboal Diving Circuit is a premier underwater expedition located along the southwestern coast of Cebu. Widely celebrated as a diver’s escape, this circuit offers access to some of the country’s most lively drop-off walls, rich coral gardens, and globally famous marine phenomena.

Whether you are a newly certified open-water student or a seasoned deep-sea diver, this route provides a highly accessible and diverse underwater landscape.

Here is a comprehensive breakdown of the circuit’s key dive sites and logistics:

Key Destinations and Highlights

  • Panagsama Beach & The Sardine Run: The absolute centerpiece of Moalboal diving. Just a short swim from the shore, divers and snorkelers can immerse themselves in a massive, shape-shifting wall of millions of resident sardines. Along this reef drop-off, divers can also spot giant frogfish camouflaged as sponges, pipefish, and sea stars.
  • Pescador Island: Located about 30 minutes off the coast, this small island towers out of a deep-sea trench and is surrounded by a flat reef plateau that drops into dramatic steep walls. The highlight here is the Pescador Cathedral, a huge underwater cavern shaped like a funnel that offers spectacular photography opportunities with sunlight filtering through its chimney.
  • Turtle Bay & Tongo Point: These sites are excellent for encountering both green and hawksbill sea turtles, as well as schools of razorfish and reef squids. Turtle Bay is highly recommended for night dives, where you can spot sleeping turtles and various nocturnal crustaceans.
  • Sunken Island & Dolphin House: Sunken Island is a must-visit for observing larger pelagics like sharks and schools of tuna, while Dolphin House offers lively coral reef tops teeming with crocodile needlefish, barracudas, and millions of colorful damselfish.

Tour Logistics and Practical Tips

  • Dive Centers and Packages: Moalboal is packed with 5-star PADI dive centers (such as Neptune Diving Resort) offering everything from basic shore and boat dives to advanced night dives and nitrox diving. Travelers can easily book comprehensive 6-dive or 12-dive packages that include gear rental and accommodation.
  • Rules and Environmental Fees: Local authorities enforce strict marine protection rules. Divers are required to pay an Environmental Users Fee (often around PHP 100 per dive). For safety and reef preservation, wearing gloves and using reef hooks or pointers are generally prohibited, and the use of a personal dive computer is mandatory on all dives.
  • Water Conditions: The water temperature in Moalboal remains a comfortable 26°C to 28°C (79°F–82°F) year-round, meaning a 3mm or 5mm wetsuit is perfectly suitable for most divers.
  • Transportation: Moalboal is situated roughly 2.5 to 4 hours south of Cebu City and the Mactan-Cebu International Airport. Due to the travel distance, if you are planning to fly out of Cebu on the same day your diving concludes, you must wait at least 24 hours after your final dive before flying.
