The “Billionaires’ Row” label is informal — a name that circulates among local drivers and tour operators rather than anything the city itself uses — but it captures something real about how the strip developed. Land along this stretch of Mactan was fishing and coconut-farming ground within living memory, and the shift to five-star frontage happened in stages from the 1990s onward as international chains bought up shoreline lots one at a time rather than through a single master-planned development. That piecemeal history is why the strip reads as a row of independently walled compounds rather than a single resort district: each property negotiated its own access, seawall, and in some cases its own stretch of reclaimed land.

What to Expect

A resort corridor rather than a single site — the value of visiting is comparative, walking or driving the strip to see how differently each property has handled the same shoreline, from Shangri-La’s older low-rise footprint to Sheraton and The Reef’s newer builds.

Shangri-La’s house reef shows a resort treating shoreline protection as part of its offering: anchoring and fishing are restricted directly offshore, and the payoff is coral and fish life close enough to the beach to snorkel without a boat — a contrast to the seawalls and reclaimed frontage elsewhere on the strip.

Most visitors eat within whichever resort they’re visiting, but 10,000 Roses Café near the Location above draws its own crowd, less for the menu than the setting, and works as a lower-cost stop for people driving the strip without a day-use pass. Jeepneys and habal-habal (motorcycle taxis) also run the road, cheaper than booking a taxi per stop.
