Nalusuan is a small, natural island resort in the Cebu Strait, between Mactan Island and Bohol province. At roughly a hectare, it’s one of the satellite islets in the Olango Island Group. It started as a sandbar; the Nalusuan Island Resort was built on that reclaimed ground and now occupies the entire island.

The name comes from the Cebuano word “kalusuan,” a reference to the sea cucumbers once abundant in the surrounding waters. Today the island is known less for that history than for the Nalusuan Marine Sanctuary and its recovery from decades of overfishing.

Why Visit Nalusuan?

Nalusuan is a snorkeling and day-trip stop built around a protected marine sanctuary. For visitors based in the Mactan resort belt, it’s a short island-hopping run to clear water and a reef that’s still recovering rather than already picked clean.

The island sits within the Olango Island Group, whose main island carries Ramsar-listed wetland status as one of the country’s most significant migratory bird sanctuaries — part of a broader pattern of marine and coastal protection across this cluster of islets that Nalusuan’s own sanctuary belongs to. The conservation record here is a genuine turnaround: after sustained enforcement against dynamite fishing and overfishing, grouper numbers have recovered and larger predators are being sighted on the reef again.

Things to Do

  • Snorkel the Marine Sanctuary: This is the core activity. The protected waters carry dense reef life, with schools of fish and recovering coral visible right off the island’s stilted walkways and pier.
  • Go Island-Hopping: Nalusuan is a standard stop on most Mactan-based boat tours, usually paired with the nearby Gilutongan (Hilutungan) Marine Sanctuary and Caohagan Island for a full day on the water.
  • Relax at the Resort: The island is small enough that the experience centers on the water and the resort’s over-water facilities rather than any land exploration. Expect a stilted pier, a place to eat, and open views across the strait.

Best Time to Visit

Like most small, open-water islands in the Central Visayas, conditions are best during the drier, calmer months — roughly December through May. Calm seas make the boat crossing smoother and improve underwater visibility for snorkeling.

Sea conditions govern the small-boat crossings, so it’s worth confirming weather before booking. Expect heavier demand and larger crowds around Philippine holiday peaks like Holy Week and the year-end season.

Getting There

Nalusuan is reachable only by boat, as part of the Olango-area island-hopping circuit.

Most visitors fly into Mactan-Cebu International Airport, base themselves in the Mactan resort belt, and join a chartered outrigger boat (bangka) tour departing from one of Mactan’s mainland ports, such as Cordova or Marigondon. There’s no scheduled public ferry to Nalusuan — access has to be arranged privately or through a tour operator.

Practical Tips

  • Book Ahead: Treat Nalusuan as a snorkeling stop on an island-hopping day trip. Book through a reputable operator and confirm whether marine-sanctuary fees and snorkeling gear are included.
  • Bring the Essentials: Reef-safe sunscreen, drinking water, and your own mask and snorkel if you want a guaranteed fit. There are no ATMs on a single-resort islet like this, so bring enough cash for incidentals and food.
  • Respect the Reef: This sanctuary is still recovering from past damage. Don’t touch or stand on coral, don’t feed the fish, and stay inside the guided snorkeling areas.

Fishing, and on some of the surrounding islets seaweed farming, remain the base livelihood for Olango-area communities. Marine tourism like Nalusuan’s snorkeling trade has become a secondary income layered on top of that older economy — one more reason the sanctuary’s health matters beyond the visitor experience.
