Apo Island sits off Dauin, Negros Oriental — not the similarly named spot sometimes confused with it in Cebu waters. The marine sanctuary here is one of the oldest and most studied community-managed reef protection zones in the Philippines, tracing back to local co-management efforts that started in the 1980s and are still cited as a model for how a small fishing community can rebuild a reef by protecting it rather than working it. Divers and snorkelers come mainly for the payoff of that management: dense coral cover and resident green and hawksbill turtles in shallow, clear water.
- Sea turtles are resident, not seasonal — expect close encounters in the shallow reef areas, not a lucky sighting.
- Coral cover and fish life here are noticeably denser than at most open-access reef sites nearby, a direct result of the decades-long no-take zone.
- Bring your own snorkeling gear if you want to explore at your own pace rather than on a guided boat schedule.
- Reachable from Cebu via the Cebu–Dumaguete ferry (Santander–Sibulan/Dumaguete route), then a short boat crossing from Dauin or Malatapay — it’s a stop on the Cebu Dive Safari Circuit, not a same-day trip from Cebu City.
